Passport Photos Are Specified in Millimetres, Not Pixels

Passport and visa photo rules are written for print, so they are expressed as physical measurements — 35 x 45 mm across most of Europe and Asia, 2 x 2 inches for the United States. Converting that to pixels requires deciding a print resolution, and 600 DPI is the usual requirement for official submissions.

At 600 DPI, a 35 x 45 mm photo works out to roughly 827 x 1063 pixels. A 2 x 2 inch US photo is 1200 x 1200. Producing a file at those dimensions is what lets the photo print at the correct physical size without being rescaled at the counter.

Head proportions are usually specified as well, and this is where most rejections happen. Requirements typically state that the head must occupy a defined portion of the frame — commonly around 70 to 80 percent of the height from chin to crown — with the eyes falling within a particular band.
